Effect or Skill Error?

My laptop getting stuck or lag while i using skill or saw any skill, even the mobs skill me also will stuck and kicked out from game.
WHY???!!

its better if you turn off the skill effect at F11 option there

Dude, I had off all the skills effect
but it's still soooo LAG while any body skills nearby me+.=
